Capacity management: The pros and cons of the Commission’s proposals

The EU Commission’s proposal for the Regulation on the use of Railway Infrastructure Capacity, as part of the Greening Freight Package, is probably one of the most positive developments the rail sector could expect from a policy viewpoint. Since 11 July, when Brussels announced its intentions, the industry has been saying that the plans sound good as long as they bring tangible results. The Regulation partially lived up to the expectations; however, it still has some points for improvement.
