Rail must shape England’s new communities

The UK government’s push for a new generation of settlements is rooted in a familiar problem: a persistent housing shortage. While empty upper floors and underused urban spaces abound, converting them into homes remains slow, costly, and technically complex. Ministers have instead turned to a more direct approach. They want us to build new communities from scratch on greenfield land, in the hope of accelerating delivery towards a highly ambitious 1.5 million homes target by mid-2029.
